{"id":4915,"date":"2025-05-13T19:35:39","date_gmt":"2025-05-13T14:35:39","guid":{"rendered":"https:\/\/vetnewsandviews.com\/en\/?p=4915"},"modified":"2025-05-13T19:35:40","modified_gmt":"2025-05-13T14:35:40","slug":"shc-questions-appointment-of-customs-officer-as-dg-agri-trade-and-food-safety-authority","status":"publish","type":"post","link":"https:\/\/vetnewsandviews.com\/en\/shc-questions-appointment-of-customs-officer-as-dg-agri-trade-and-food-safety-authority\/","title":{"rendered":"SHC Questions Appointment of Customs Officer as DG Agri-Trade and Food Safety Authority"},"content":{"rendered":"\n<p class=\"has-text-align-center has-background has-medium-font-size\" style=\"background-color:#f0e4e4\"><strong>Petition Challenges Legality of BS-19 Officer\u2019s Posting to BS-20 Post, Citing Violation of Court Rulings and Civil Service Rules<\/strong><\/p>\n\n\n\n<p><strong>KARACHI \u2013 May 13, 2025:<\/strong><br><a href=\"https:\/\/www.sindhhighcourt.gov.pk\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Sindh High Court (SHC)<\/a> has raised legal concerns over the recent appointment of a BS-19 officer from the Customs Service as Director General (BS-20) of the <strong><a href=\"https:\/\/pakistancode.gov.pk\/english\/UY2FqaJw1-apaUY2Fqa-apaUY2Npa5tjbQ%3D%3D-sg-jjjjjjjjjjjjj\" target=\"_blank\" rel=\"noreferrer noopener\">National <\/a>Agri-Trade and <a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Agri-trade_and_Food_Safety_Authority\">Food <\/a>Safety Authority (NAFSA)<\/strong>\u2014the successor of the<a href=\"https:\/\/bch.environment.gov.pk\/department\/details\/5\" target=\"_blank\" rel=\"noreferrer noopener\"> Department of Plant Protection (DPP).<\/a><\/p>\n\n\n\n<p>A constitutional petition (C.P. No. D-1837\/2025), filed by a concerned stakeholder, argues that the appointment of <strong>Mr. Tahir Abbas<\/strong>, a non-technical officer, is in clear violation of both <strong>Section 10 of the Civil Servants Act, 1973<\/strong> and relevant <strong>service rules<\/strong>, including <strong>S.R.O. 1332(1)\/2021<\/strong>, which lays out strict technical qualifications for the DG position.<\/p>\n\n\n\n<p>The petition also references the <strong>April 9, 2024 ruling<\/strong> in <em>Dr. Muhammad Tariq Khan vs. Federation of Pakistan<\/em>, wherein the SHC held that such senior posts must be filled strictly on <strong>merit, seniority<\/strong>, and <strong>technical eligibility<\/strong>. Despite this, Mr. Abbas\u2014lacking the mandatory agriculture qualifications and experience\u2014was posted to the DG slot via a government notification dated January 15, 2025.<\/p>\n\n\n\n<p>Taking up the petition, the SHC issued urgent notices to all respondents and scheduled a full hearing on <strong>May 16, 2025<\/strong>, to examine the legality of the appointment and its wider implications for the governance of plant protection and food safety.<\/p>\n\n\n\n<p>Legal experts and agri-sector professionals have expressed concern that such appointments weaken Pakistan\u2019s compliance with the <strong><a href=\"https:\/\/www.ippc.int\/en\/\">International Plant Protection Convention<\/a> (IPPC)<\/strong> and erode the credibility of the DPP as a national phytosanitary authority.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Department of Plant Protection (DPP)<br><a href=\"https:\/\/bch.environment.gov.pk\/department\/details\/5\">The Department of Plant Protection (DPP)<\/a> is a department of the Ministry of National Food Security and Research and this department was established in 1977.
