More specifically, February 2026 is the 20th anniversary of the first outbreak of Highly Pathogenic Avian Influenza (HPAI) type H5N1in Pakistan. With the high incidence of this virus among poultry and livestock during the past few years in different countries all over the globe, it is high time to remind ourselves about the risks this single pathogen holds for poultry, in terms of production losses, mortalities, transmission potential to other animal species most importantly its Zoonoses potential. It may, therefore, be worth reviewing our previous encounter with this virus 20 years ago, the strategies developed to encounter it and the success achieved in containing and eventually eliminating H5N1 strain of HPAI from Pakistan in July 2008.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historically, in Pakistan the first outbreak of Avian Influenza appeared in poultry in 1995, when high pathogenicity avian influenza (HPAI) virus of H7N3 subtype affected the major breeding stocks inthe isolated area of Murree.This was the period of boom in poultry sector, where in a few years earlier, two GP companieslaunched their operations locally, and the \u201clarge farmers\u201d started raising 3-4000 sized flocks with huge investments. However, this challenge was encountered by joint efforts of authorities from public and private sectors. Herea strategy of stringent biosecurity measures and ring-vaccination was adopted, using the local vaccine production expertise of NARC &amp; VRI as no such vaccine was privately available in the market. This led to the control of this episode within 4 months. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1998, a low path form of avian influenza virus H9N2 appeared among broilers, which was also initially controlled by an earlier devised approach of strategic homologous vaccine usage. Later in April 2003, a new low pathogenic strain of AIV H7N3 appeared in poultry in Karachi but due to slow response to contain thisvirus, it eventually got mutated to High Path AIV in November. This further got spread toward north of the country, becoming a leading threat to the commercial broiler, layers and breeder industry. This was eventually controlled by 2005, by enforcing biosecurity measures, controlling poultry movements, using inactivated homologous AI vaccines, and introducing a comprehensive AI surveillance network throughout the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The HPAI H7N3 episode of 2003-5 further led to the development of first National Contingency Plan for the Control of AI (NCP-2005), a comprehensive document describing a detailed work plan to encounter any such outbreaks of AIV in future. Apart from including other disease response strategies, a comprehensive compensation scheme for enforced poultry culling was also included in this plan. In this regard, all required technical,regulatory&amp;financial support was provided by the government. This led to the development of an organized AIV surveillance and response mechanism by the end of 2005.\u00a0 Followings are the salient features of NCP-2005 developed for AI Control:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-dominant-color=\"706051\" data-has-transparency=\"true\" style=\"--dominant-color: #706051;\" decoding=\"async\" width=\"1024\" height=\"674\" src=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-1024x674.png\" alt=\"\" class=\"wp-image-7690 has-transparency\" srcset=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-1024x674.png 1024w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-300x198.png 300w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-768x506.png 768w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image.png 1502w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Designation of membersof AI Task Force (PARC at Federal level + Six provincial L &amp; DDnominees)<\/li>\n\n\n\n<li>Capacity building plans were outlined for Central Reference Lab (NRLPD), Vaccine Production Lab (VRIs)and Provincial Influenza Diagnostic Labs(# 10) and AIV Surveillance units (# 40)<\/li>\n\n\n\n<li>Awareness and training plans for the introduction of Improved biosecurity measures &amp; controlled culling and dumping outlined.<\/li>\n\n\n\n<li>Mechanism for Strategic vaccination, Compensation &amp;pathogen monitoring developed.<\/li>\n\n\n\n<li>Legislation for establishing AI-free farming zones, live-bird markets, declaration of outbreak and accessibility of officials to farms for disease monitoring narrated.<\/li>\n\n\n\n<li>\u00a0A detailed work plan (SOPs) to operate in response to AI outbreak outlined.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In February2006, the first outbreak ofAIV H5N1 was reported in a poultry farm in Abbottabad area, KPK, trigging the earlier prepared response strategy by the government. After its confirmation by the central labat NARC, the flock movement restrictions were installed followed by the flock culling and burial of the carcase&amp; contaminated litter followed by decontamination of the infected premises. Subsequently, routine surveillance activities were enhanced in the area and required movement restrictions were expanded in the allied areas.During 2006 a total of 26 outbreaks were handled by the provincial Response Teams in KPK. The virus further moved to south during 2007 and during this phase a total of 50 outbreaks of H5N1 were recorded all over the country.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most significant event in Pakistan&#8217;s H5N1 history occurred in late 2007, involving the first confirmed human infections.In October 2007, a poultry worker in Abbottabad was involved in culling ofAIV-infected flock. He fell ill and travelled to Peshawar, where he passed the virus to his family.A total of 8 suspected cases were initially reported. WHO eventually confirmed a family cluster in Peshawar involving human-to-humantransmission. This was a rare instance globally where limited human-to-human transmission was documented, though it did not lead to a wider community outbreak.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-dominant-color=\"b9b1b3\" data-has-transparency=\"true\" style=\"--dominant-color: #b9b1b3;\" decoding=\"async\" width=\"764\" height=\"814\" src=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-1.png\" alt=\"\" class=\"wp-image-7691 has-transparency\" srcset=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-1.png 764w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-1-282x300.png 282w\" sizes=\"(max-width: 764px) 100vw, 764px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">By adopting the policies of mass H5 vaccination in poultry, selective culling, increasing biosecurity and strict monitoring during 2008 only 12 outbreaks were recorded. By the mid of this year, the disease was completely brought under control. Later on towards the end of 2008, Pakistan was declared Free both from AIV H7N3 and AIV H5N1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Since Dec 2008, the H5 control strategy being employed in this country includes:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Continuous surveillance &amp; molecular characterization of new isolates of AIVs<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; AIV H5 vaccination in long-living poultry<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Adoption of stringent farm biosecurity measures<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Intermittent post-vaccination monitoring for H5 in flocks&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Impact of HPAI H5N1 (2006-8) on Poultry Industry:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">* Economic Loss: Between 2006 and 2008, more than 500,000 birds were found dead or culled in the face of an outbreak. The industry faced massive losses due to reduced consumption of chicken products, decreased demand of DOC, export bans, and the high cost of emergency biosecurity measures. This all sums upto an estimated loss of Rs. 58 Billion during this period.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-dominant-color=\"a6a6a1\" data-has-transparency=\"true\" style=\"--dominant-color: #a6a6a1;\" decoding=\"async\" width=\"752\" height=\"815\" src=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-2.png\" alt=\"\" class=\"wp-image-7692 has-transparency\" srcset=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-2.png 752w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-2-277x300.png 277w\" sizes=\"(max-width: 752px) 100vw, 752px\" \/><\/figure>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Long-term Management of HPAI outbreaks:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To further anticipate the negative impact of evolutionary potential of HPAI viruses on national food security, agovernment-funded<strong>National Program for the Control &amp; Prevention of Avian Influenza<\/strong>(NPCPAI) in Pakistan was launched through National Reference Lab for Poultry Disease, at NARC, in 2007 with the following objectives: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthening of Nation-wide avian influenza surveillance and reporting mechanism<\/li>\n\n\n\n<li>Capacity building for AI diagnostics &amp; surveillance, vaccine production\/evaluation, and R &amp; D through public sector institutions<\/li>\n\n\n\n<li>Impart field and lab staff training and develop Awareness Schemes regarding food safety and biosecurity<\/li>\n\n\n\n<li>Regulate compensation policy and farming policy through legislation<\/li>\n\n\n\n<li>Interact with international agencies for further regional and\/or international coordination for AI control<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This project lasted for another few years and contributed towards strengthening of AI Surveillance &amp; Response mechanism in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><u>Contributions of Other Stakeholders in Implementing NCP-2005:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Poultry Association and its leadership played a pivotal role in implementing the required HPAI control policies especially related to the restricted poultry movement, improved biosecurity practices, use of H5 vaccines, dead bird disposal, accessibility of farm for surveillance, cooperation during culling operations etc. An exemplary cooperation and collaboration between different stakeholders both in public and private sectors, enabled the concerned government institutions to undertake the required steps for on-time response to any outbreak of HPAI and post-vaccination monitoring especially during 2005-8 and afterwards. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-dominant-color=\"adaaab\" data-has-transparency=\"true\" style=\"--dominant-color: #adaaab;\" decoding=\"async\" width=\"740\" height=\"814\" src=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-3.png\" alt=\"\" class=\"wp-image-7693 has-transparency\" srcset=\"https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-3.png 740w, https:\/\/vetnewsandviews.com\/en\/wp-content\/uploads\/2026\/02\/image-3-273x300.png 273w\" sizes=\"(max-width: 740px) 100vw, 740px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, as any type of National Disease Control program cannot be run without the cooperation of different departments, so in case of the campaign against HPAI H5N1 2006-8, the contributions ofnumber of allied departments would need to be acknowledged here. Apart from many unnamed individuals &amp; departments contributing towards these efforts, the few major departments included provincial &amp; local administration, law enforcement agencies, Human Health departments, R &amp; D institutions, Animal Sciences Teaching institutions, media and above all the field staff of livestock and Dairy Developmentin different parts of the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><u>Way Forward:<\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like most of the project-based development activities in public sector, the National Program for the Control &amp; Prevention of Avian Influenza also lasted for 3 years after the control of H5N1,i.e. upto 2010. However, some relatively reduced activities are still operational in this regard. It is therefore required that an updated system for HPAI control &amp; prevention is re-activated at the national level so that under the prevailing high risk of the introduction of HPAI H5N1 an active response system exists to encounter any unforeseen introduction of such pathogen or other related pathogens, challenging the poultry productionactivities and disrupting our food security systemin this country. Keeping in view the zoonotic potential of Avian Influenza viruses, it is high time to establish a Zoonoses Research Centre in our country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[Lead Senior Government Officials During HPAI Control Efforts of 2006-8: \u00a0\u00a0\u00a0 Dr. Mohammad Afzal (AHC); Dr. Birjees M.
