The Punjab government has introduced a Rs149.9 billion public private investment programme to modernise the province\u2019s livestock sector and increase Pakistan\u2019s livestock exports beyond 4 billion dollars. The proposed programme focuses on strengthening meat and dairy production, establishing modern slaughterhouses and processing plants, improving disease control, upgrading supply chains and providing financial and technical support to livestock farmers.<\/p>\n\n\n\n
Official documents cited by Wealth Pakistan describe livestock as one of Pakistan\u2019s most promising but underutilised export sectors. The programme aims to improve production standards, reduce losses and help Pakistani meat and dairy products meet international certification and food safety requirements.<\/p>\n\n\n\n
Pakistan currently exports meat worth approximately 517 million dollars, representing only 0.3 per cent of the global meat market. The United Arab Emirates is the largest destination for Pakistani meat and receives 38.4 per cent of total exports. Saudi Arabia accounts for 29.1 per cent, Kuwait for 9.4 per cent and Qatar for 6.3 per cent.<\/p>\n\n\n\n
Under the proposed investment programme, the Punjab government will provide Rs59 billion in financial support. Private sector investment across the livestock value chain is expected to reach around Rs70 billion.<\/p>\n\n\n\n
The meat development programme will cover the complete production cycle, beginning with livestock production at farm level and extending to slaughtering, chilled and frozen meat, edible offal, processed meat products, byproducts, gelatin and collagen. Proposed investments include meat processing plants costing Rs2.7 billion per unit and modern slaughterhouses with meat offal processing facilities costing Rs2.1 billion per unit.<\/p>\n\n\n\n
Commercial feedlots are estimated to cost Rs750 million per unit, while corporate feedlots and integrated meat packing houses are expected to require investments of Rs4 billion per unit. The private sector is expected to invest Rs65 billion in the meat value chain. The government will provide a financing subsidy of Rs19.1 billion to improve certification systems and compliance with international standards.<\/p>\n\n\n\n
According to the documents, the programme could increase milk and meat yields by 25 per cent. It is also expected to create more than 15,000 jobs in the meat sector and another 15,000 jobs in the dairy sector.<\/p>\n\n\n\n
Meat exports could increase by 200 per cent, while losses occurring after slaughter may decline by 12 per cent. The programme is also projected to reduce milk and meat imports by around 40 million dollars.<\/p>\n\n\n\n
The Punjab government has also proposed major investments in the dairy value chain. The programme will support milk processing plants, milk collection centres, cold chain systems, livestock financing, farmer training, disease prevention and improved supply chain management.<\/p>\n\n\n\n
Pakistan currently exports dairy products worth only 26.2 million dollars. The country\u2019s reported share in the international dairy market remains extremely limited. Punjab has nearly 57 million cattle and buffaloes, but dairy exports remain low. Milk losses after production are estimated at around 20 per cent because of inadequate collection, storage, cooling and processing facilities.<\/p>\n\n\n\n
The proposed dairy value chain will cover raw milk collection, rural dairy products, fat based dairy products, fermented products, cheese, dairy ingredients, nutraceuticals, functional dairy products and export focused production. Planned investments include milk pasteurisation and packaging plants costing Rs30 million per unit.<\/p>\n\n\n\n
Butter and ghee processing units are expected to cost Rs83 million per unit, while ice cream plants will require around Rs150 million per unit. Milk powder processing plants are estimated to cost Rs300 million per unit. Farm level investments will include total mixed ration wagons costing Rs10 million per unit and modern milking parlours costing Rs25 million per unit.<\/p>\n\n\n\n
Private sector investment in the dairy value chain is estimated at Rs5 billion. The government will provide a financing subsidy of Rs1.5 billion.<\/p>\n\n\n\n
The Punjab government plans to invest Rs59 billion across the livestock value chain. This includes Rs29 billion for meat sector initiatives and Rs30 billion for dairy development. Major interventions include the Punjab Livestock Card, development of a meat free zone, farmer training, disease control, supply chain support and heat transformation programmes.<\/p>\n\n\n\n
These measures are intended to improve livestock productivity, strengthen farmer incomes, attract private investment and increase exports of value added meat and dairy products.<\/p>\n\n\n\n
Pakistan has one of the world\u2019s largest livestock populations, but limited processing capacity, weak cold chain infrastructure and inconsistent compliance with international standards continue to restrict exports. Investment in disease surveillance, traceability, certification, modern slaughtering, milk collection and processing could help Pakistan access higher value international markets.<\/p>\n\n\n\n
Successful implementation will depend on transparent financing, strong public private coordination, effective disease control and compliance with the requirements of importing countries.<\/p>\n\n\n\n
