Punjab Extends Deadline for FMD-Free Zone Feasibility Study EOI

The proposed consultancy assignment falls under the ADP scheme titled “CM Punjab: Progressive Control of Foot and Mouth Disease in Punjab”. The initiative is being seen as a significant institutional step toward improving animal health systems, reducing disease-related economic losses, and laying the groundwork for future livestock and meat export growth from Punjab.

According to the official EOI and Terms of Reference, the selected consultancy firm will be responsible for conducting a comprehensive feasibility study for the establishment of an FMD-Free Zone in line with WOAH guidelines, national regulations, and international best practices. The study will assess technical, financial, legal, epidemiological, and socio-economic feasibility, and will also support preparation of a draft PC-1 and implementation roadmap.

Project Background

Foot and Mouth Disease is one of the most contagious transboundary animal diseases and remains a major challenge for Pakistan’s livestock economy. The official project documents note that Punjab, as the country’s major livestock production hub, faces persistent risks due to dense animal populations, frequent movement, and the absence of internationally recognized FMD-Free Zones. This limitation continues to restrict Pakistan’s access to premium export markets for meat and animal products.

The feasibility study is expected to identify suitable geographic areas for zoning, assess institutional and legal requirements, map disease risks, evaluate veterinary and laboratory capacity, recommend a phased control strategy, and build a framework for long-term sustainability and compliance. The consultancy period has been set at up to six months, with an estimated cost of Rs. 40 million.
