Pakistan has the production base to become a larger supplier of halal meat and poultry, but access to China will depend on a controlled disease-status system, official recognition, approved establishments, traceability, food-safety compliance and shipment-level veterinary certification.

Important editorial distinction: the conference presentation is an investment-promotion document. Executive Assessment

The central policy idea is technically valid: Pakistan does not necessarily need to wait for country-wide freedom from FMD or HPAI before developing export-oriented production systems. A defined livestock or poultry subpopulation can be managed as a compartment if it is separated through verifiable biosecurity, surveillance, traceability and official veterinary oversight.

WOAH standards describe compartmentalisation as a trade-facilitation and disease-management tool based primarily on management and biosecurity rather than geography alone. WOAH also provides for an FMD-free compartment within an infected country or zone, subject to effective separation and official controls. For HPAI, the exporting country must provide evidence of an effective surveillance programme and continuing compliance with disease-specific standards.

The commercial message for exporters: a farm cannot enter China merely by declaring itself disease-free. Market access requires recognition by Pakistan’s competent authority, acceptance by China, approval of the production and processing chain, registration of the overseas food establishment, and a compliant veterinary certificate for the shipment.

Why the Chinese Market Matters

China is both a major producer and a major importer of animal protein. Its scale creates opportunity, but it also creates intense competition from established suppliers with approved plants, negotiated protocols and mature cold chains.

China’s poultry market is product-specific. USDA’s China report forecast lower chicken imports in 2025 because of higher domestic production, weak consumption growth and animal-disease restrictions, while demand for chicken paws remained commercially important. For beef, more recent USDA reporting states that imports declined in 2025 and were forecast to fall further in 2026. Pakistan therefore cannot rely on market size alone. It must compete on approved access, consistent specifications, food safety, price, traceability and delivery reliability.

Export implication: the strongest opportunity is not “any meat for China.” It is a clearly defined product, from an approved establishment, produced under an accepted disease-control system, matched to a Chinese buyer’s specification and supported by a valid bilateral protocol.

Pakistan’s Production Base

Pakistan has a large domestic livestock and poultry economy, an established halal identity and an expanding processing sector. These are necessary foundations, but they are not substitutes for sanitary market access.

The presentation projects poultry-sector growth of 7-8 percent per year from 2025 to 2030. This is a growth projection, not a 2030 trade agreement, export quota or guaranteed market-access commitment.

What a Disease-Free Compartment Actually Means

A compartment is an epidemiologically distinct animal subpopulation managed under a common biosecurity system. Its credibility depends on documented separation from external disease risks and on the ability of the competent authority to verify, audit and certify the system.

FMD-Free Livestock Compartment

The production system must demonstrate effective separation of susceptible animals from outside risk, controlled sourcing and movement, official surveillance, laboratory support, vaccination and testing policies approved by the competent authority, traceability and a linked processing chain.

HPAI-Free Poultry Compartment

The poultry system must demonstrate strong farm and cluster biosecurity, separation from wild-bird and live-bird-market risks, controlled flock movements, surveillance, diagnostic capacity, incident reporting, cleaning and disinfection, and traceability through slaughter and processing.

Livestock Route: FMD-Free Feedlot and Meat Chain

The proposed livestock model is an export-oriented feedlot, preferably structured as a Pakistan-China joint venture. The Pakistani partner would contribute land, livestock sourcing, local operations and regulatory facilitation. The Chinese partner would contribute capital, technology and processing capability.

Poultry Route: HPAI-Free Integrated Cluster

The proposed poultry model is an export-oriented integrated cluster combining hatchery, broiler farms and a processing plant. It may be developed as a joint venture or as Chinese investment in a special economic or agricultural zone.

The Actual China Market-Access Sequence

The presentation provides the strategic concept but not a complete exporter manual. The operational pathway below combines the investment proposal with current official regulatory requirements.

Confirm that the commodity has an agreed market-access protocol

MNFSR, the Animal Quarantine Department and GACC must confirm the exact admissible commodity, product form, disease conditions, certificate language, processing requirements and eligible areas or compartments. Cooked beef access, raw frozen beef, poultry meat, paws and processed poultry may each have different conditions.

Identify the competent Pakistani authority and formal focal person

The exporter should obtain written guidance from the Animal Quarantine Department and the Livestock Wing of MNFSR. TDAP may support awareness, B2B matching and export promotion, but sanitary approval and veterinary certification remain regulatory functions.

Register the export-oriented establishment in Pakistan

AQD registers export-oriented animal-product establishments and provides health-certification services. The slaughterhouse, poultry plant, cold store and other linked units must be within the officially controlled export chain.

Design and document the compartment

Prepare the legal boundary, farm inventory, biosecurity plan, animal or flock identification, surveillance plan, diagnostic arrangements, movement controls, emergency procedures, processing links and audit system.

Obtain official assessment and recognition

The competent authority must inspect, verify and certify the system. Recognition by the importing country may require dossier review, questionnaires, remote assessment, on-site inspection and bilateral agreement on the certificate and approved list.

Complete food-safety, halal and residue-control requirements

Establish HACCP-based controls, sanitation programmes, microbiological verification, veterinary-drug residue monitoring, halal assurance, labelling controls, traceability, recall capability and cold-chain validation.

Complete GACC overseas-manufacturer registration

China’s current overseas food-manufacturer registration framework is governed by GACC Decree No. 280, effective from 1 June 2026. Overseas food establishments must be registered with GACC. For food categories requiring official recommendation, the competent authority of the exporting country must audit and recommend the establishment. Applications and registered-establishment information are handled through the official CIFER system.

Secure a qualified Chinese importer and product-specific contract

The contract should specify product description, HS code, cut, weight, temperature, packaging, Chinese labelling, inspection terms, payment, claims, rejection handling and responsibility for import permits and customs clearance.

File the export declaration and obtain the AQD export certificate

Pakistan Single Window electronically generates the AQD export-certificate request when the exporter submits the Export Single Declaration. Called documents, inspections, approval and the QR-enabled export certificate are handled through the PSW system.

Maintain shipment and post-market traceability

The exporter must preserve farm, slaughter, processing, laboratory, container-temperature, certificate and buyer records and remain prepared for audit, investigation, suspension, recall or corrective action.

What the Government Is Currently Advancing

Pakistan has already moved beyond a purely theoretical discussion. The Ministry of Commerce recorded a TDAP workshop in Lahore in March 2024 on establishing FMD-free compartments under a bilateral arrangement with China. It also recorded a January 2024 workshop on facilitating dairy and meat exports to China.

On 16 July 2026, the Ministry of National Food Security and Research reported a high-level meeting with a Chinese delegation focused on expanding livestock cooperation and meat exports. The government invited investment in modern slaughterhouses, processing technology, international hygiene systems, cold-chain infrastructure and traceability, while both sides agreed to work on technical collaboration, B2B partnerships and sanitary requirements.

Policy direction is visible, but the industry still needs an operational public package: the current bilateral protocol, accepted product categories, compartment standards, application forms, inspection checklist, approved laboratories, competent-authority contacts, GACC recommendation process, approved establishments and certificate formats should be published in one place.

Implementation Timeline Proposed in the Conference Presentation

Phase 1, 0-6 months: feasibility study and partner identification.

Phase 4, 3-5 years: expansion, scaling and integration with China-bound export corridors.
This is a planning timeline, not a guaranteed approval schedule. The actual duration will depend on protocol status, farm and plant readiness, competent-authority capacity, disease surveillance, Chinese assessment, GACC registration and commercial negotiations.

Case Study Included in the Presentation

The conference deck presents Royal Cell Biotechnology Pakistan as a livestock-cooperation case study. It attributes three achievements to the company: an advanced IVF laboratory in Lahore, an FMD-free farm in Sheikhupura aligned with a Pakistan-China bilateral protocol, and the export of more than 10,000 buffalo embryos to China with stated export revenue of USD 2 million.

Technical relevance: this case supports the principle that controlled disease status, official protocols and traceable high-value animal genetics can open a specialised trade channel. It should not be presented as proof that Pakistani beef or poultry establishments already have unrestricted access to China.
Editorial verification requirement: before publishing the case as an independently confirmed achievement, VNV should obtain the export certificates, shipment period, GACC or importing-authority approval, official compartment recognition and company confirmation.

Data Integrity and Corrections

  • The presentation gives three different poultry-production figures: 2.40 MMT, 2.5 million tonnes and more than 2.58 MMT. This article therefore uses an approximate range of 2.4-2.6 MMT rather than presenting one figure as definitive.
  • The beef slide states approximately 2.55 MMT, while its listed cattle, buffalo and camel components total approximately 2.51 MMT. This article uses “about 2.5 MMT.”
  • The freight table lists USD 950-1,200 for Pakistan-to-China transport but does not identify the unit, container type, route, temperature regime or date of quotation. The figure is therefore not used as an actionable logistics cost.
  • The deck’s global-importer rankings are broad estimates without a full underlying data table. They are not reproduced as definitive rankings in this technical article.
  • The deck lists financial projections for pilot feedlot and poultry-cluster models. Those figures belong in a separate investment-feasibility article and should not be mixed with the market-access analysis.
  • No 2030 export agreement is stated in the document. The 2030 reference is a 2025-2030 poultry-sector growth projection.

Pakistan’s route into the Chinese meat and poultry market is not a simple exporter-registration exercise. It is a state-to-state sanitary market-access process supported by farm-level disease controls, recognised compartments, approved processing establishments, GACC registration, a qualified importer and shipment-level veterinary certification.

The compartment approach can allow trade from a controlled production system without waiting for complete national disease freedom. Its value lies in creating a verified chain in which every animal or flock, health event, movement, test, processing batch and export certificate can be traced and audited.

The practical sequence is: confirm the bilateral product protocol, design the compartment, obtain official recognition, register the processing establishment, complete GACC/CIFER requirements, secure a Chinese buyer, obtain the AQD export certificate through Pakistan Single Window, and maintain complete traceability through delivery.

Government investment promotion is moving in the right direction, particularly in modern slaughterhouses, processing, cold chain, traceability and Pakistan-China technical cooperation. The next requirement is operational transparency so that exporters can distinguish a promising investment concept from a legally usable export pathway.
