Digital Epidemiology in Punjab Livestock Disease Surveillance and ADRSinfo Platform

Livestock remains one of the most strategically important components of Pakistan’s agricultural economy, underpinning rural livelihoods, national food security, and economic resilience. According to the Pakistan Economic Survey 2025-26, the livestock sector contributes approximately 14.6 percent to the national Gross Domestic Product and accounts for nearly 62.4 percent of agricultural value addition, while providing a direct source of income for more than eight million rural households. Beyond its economic contribution, livestock serves as a critical buffer against poverty for smallholder farmers, making the protection of animal health a national priority with profound implications for agricultural productivity, public health, and sustainable development.

In an era characterized by increasing livestock mobility, intensification of production systems, climate variability, expanding wildlife-livestock interfaces, and the growing threat of emerging and re-emerging infectious diseases, disease surveillance has evolved from a passive reporting exercise into a sophisticated epidemiological discipline. Contemporary surveillance systems generate real-time evidence to support prevention, preparedness, rapid response, and strategic policy formulation. Their effectiveness directly determines the ability of veterinary authorities to mitigate outbreaks before they develop into regional or national crises.

Recognizing this evolving landscape, the Livestock & Dairy Development Department, Punjab, has institutionalized one of Pakistan’s most comprehensive animal health surveillance programmes through the Directorate of Animal Disease Diagnostic, Reporting and Surveillance (ADDRS) operating under the Director General (Research). The Directorate represents the province’s principal epidemiological institution responsible for coordinating surveillance activities, integrating laboratory diagnostics with field epidemiology, and translating surveillance data into evidence-based disease control strategies.

Central to this transformation is the development of ADRSinfo, an integrated electronic Animal Disease Reporting and Surveillance platform designed to modernize disease intelligence across Punjab. By replacing fragmented paper-based reporting mechanisms with a unified digital ecosystem, the platform collects, validates, analyses, visualises, and disseminates animal health information in real time. Through seamless connectivity between district diagnostic laboratories, veterinary hospitals, field investigation teams, divisional surveillance units, and provincial headquarters, the platform has substantially enhanced the speed, completeness, and reliability of disease reporting throughout the province.

The adoption of digital epidemiology through ADRSinfo has fundamentally strengthened the province’s surveillance capacity. Rather than relying on delayed administrative reporting, veterinary authorities now have access to continuously updated epidemiological information that supports rapid risk assessment, outbreak verification, disease mapping, trend analysis, and resource prioritisation.

One of the most innovative features of the surveillance programme is its digital field reporting architecture. Dedicated Android-based mobile applications—including the ADRS Farmer App, ADRS VA App, and ADRS RO App extend surveillance beyond institutional settings to the farm level. These applications enable farmers, Veterinary Assistants, Artificial Insemination Technicians, Reporting Officers, and veterinary professionals to report suspected disease events immediately from the field. Information originating through mobile applications is supplemented by departmental helplines, direct farmer communication, hospital records, laboratory findings, and media reports. Every notification undergoes technical verification by the concerned veterinary officer or diagnostic laboratory before becoming part of the provincial database, maintaining both responsiveness and scientific credibility.

This integrated digital reporting mechanism has considerably strengthened the province’s Flash Reporting System, allowing suspected outbreaks to be communicated almost immediately following detection. Verified reports initiate epidemiological investigations, laboratory confirmation, outbreak mapping, and implementation of appropriate disease control measures, including quarantine, vaccination, movement restrictions, and targeted awareness campaigns.

The surveillance strategy implemented by ADDRS incorporates both passive and active surveillance methodologies. Passive surveillance continuously captures disease information generated through veterinary hospitals, civil veterinary dispensaries, diagnostic laboratories, and monthly reports. Active surveillance complements these activities through systematic epidemiological investigations, targeted sampling programmes, and structured field surveys designed to estimate disease prevalence, identify emerging risks, and evaluate intervention effectiveness.

Field investigations routinely involve sample collection for laboratory examination using internationally accepted diagnostic methodologies, including microscopy, serological assays (Rose Bengal Plate Test, ELISA, IHA), and molecular diagnostic techniques. Integration of laboratory confirmation with epidemiological investigation significantly enhances surveillance sensitivity and provides the scientific basis required for reliable disease intelligence.

The surveillance programme encompasses an extensive portfolio of diseases, with particular attention devoted to major transboundary animal diseases such as Foot-and-mouth disease, Peste des petits ruminants, Lumpy skin disease, and Avian influenza. Concurrent surveillance addresses endemic diseases including haemorrhagic septicaemia, black quarter, enterotoxaemia, caprine pleuropneumonia, bovine ephemeral fever, sheep and goat pox, paratuberculosis, and parasitic infestations. Equally important is the surveillance of poultry diseases (Newcastle disease, IBD, IB, mycoplasmosis, salmonellosis) and priority zoonoses such as Brucellosis, Tuberculosis, Anthrax, Rabies, and Crimean-Congo haemorrhagic fever, reinforcing the One Health paradigm.

Reliable epidemiological intelligence provides the empirical foundation for vaccination strategies, movement control policies, biosecurity planning, antimicrobial stewardship, disease modelling, and emergency preparedness. Surveillance data generated through ADRSinfo enable provincial authorities to identify temporal and spatial disease patterns, evaluate intervention outcomes, estimate disease burden, and formulate scientifically informed policies. Furthermore, through the systematic collection of field isolates, the Directorate provides essential biological material to research institutions, including the Veterinary Research Institute, Lahore, and the Foot-and-Mouth Disease Research Centre.

By integrating epidemiological science, laboratory diagnostics, information technology, and field veterinary practice within a unified institutional framework, the Directorate of Animal Disease Diagnostic, Reporting and Surveillance has established an advanced disease intelligence system capable of supporting timely, evidence-based interventions. The continued strengthening of ADDRS and the expansion of ADRSinfo represent a strategic investment in Pakistan’s livestock future protecting rural livelihoods, safeguarding public health, reinforcing food security, and positioning Punjab as a national leader in digital animal health surveillance.
